What is Grama Sabha?
Grama Sabha is the cornerstone of democracy and the decentralization of power. It is the only constitutional mechanism that enables citizens to directly participate in governance. Grama Sabha serves as the primary instrument for realizing the concept of 'Gram Swaraj' (Village Self-Governance) envisioned by Mahatma Gandhi.
It provides voters an opportunity to directly interact with their elected representatives, actively participate in planning development schemes, and select beneficiaries for various welfare programs.
- Grama Sabha is constituted based on the electoral ward/constituency of the Grama Panchayat.
- All voters registered in the constituency are members of the Grama Sabha.
- The concerned Grama Panchayat ward member acts as the Convenor of the Grama Sabha.
- The President of the Grama Panchayat presides over the Grama Sabha as its Chairperson.
- Grama Sabha meetings are held at a venue decided by the Grama Panchayat.
- Block Panchayat members, District Panchayat members, and Members of the Legislative Assembly (MLAs) may also attend the meeting.
per Year
- A special Grama Sabha meeting must be convened if requested in writing by more than 10% of the voters.
- Voters get a direct platform to interact and discuss local issues with elected representatives.
- Development plans and expenditure details must be presented before the Grama Sabha during the first meeting.
- The Grama Sabha holds the responsibility of selecting beneficiaries for various government welfare schemes.
